I think her name is Jessica Darlin, here in a pic from a photoset and/or a boxcover for a movie, released by ExtremeAssociates in the late 1990's or early 2000's.

In all of these pics, she wears similar black latex clothes and a short blonde haircut. I assume it's indeed her, but I have no idea how to find the source of OPs pic? I scrolled through her entire twitter posts, and there's nothing more. Right now, I can't find anything else... :-(
