I think the clip from this gif was just taken from a teaser for a new upcoming video starring Addie Andrews and Zoey Taylor. They released this tweet just 4 days ago, so no doubt it's still being produced.

Girl on the left is Zoey Taylor aka Cali Sparks.
On the right may be Addie Andrews.
From her shirt we could say the video is related to the webcam site "camsoda", but I did not find it.
