Why is it that anime that has not problems showing tits and ass never gets turned into porn? They have the perfect bodies and already exposed tits to work with but never do anything. Who doesnt wanna see Rias and Akeno get fucked???

The answer boils down to two factors: Article 175 of the Criminal Code of Japan, and money. Let's cover the first. Technically speaking, Japan has no "censorship" law so to speak of. That means that, technically, you can show off as much skin as you want in Japanese television shows, both live-action and animated. However, this has limits in the form of Article 175 of the Criminal Code, aka the "obscenity law." It essentially establishes that if you publish something considered "obscene," you are arrested, jailed and fined. And I do mean you get arrested. Japan doesn't fuck around. What is defined as "obscene" tends to vary significantly, though. More details can be found here:
Now how do animes and such get around it? Self-censorship. Thus the mosaics and black bars. But more importantly, Japanese broadcast and cable TV networks - which are an important source of revenue for anime - refuse to air sexual acts, period. They'll allow skin and innuendo, but nothing further than that. Similarly, newsstands and manga shops refuse to sell H-manga without modesty sleeves, and most big manga publishers won't touch hentai, making distribution difficult. Which leads to the second factor, money. You make far more money having all those connections - TV contracts, publisher distribution deals - than you do without. And that's not counting the export market, which is made more complicated on the hentai side by navigating between uncensoring your porn for international distribution and making sure your uncensored porn doesn't end up in a stand in Japan.
Of course then you might wonder: Why bother with all this fan service? Well, these "fan service" anime are basically designed for the "shonen" market (think teenage boys). While fan service is a common theme of all shonen anime/manga, stuff like Highschool DxD and To-Love-Ru are a special subtype. They're equivalent to the raunchy teen sex comedies in the West of yesteryear, e.g. American Pie, Van Wilder, etc. They're meant to titillate without descending into outright porn. It's stuff for teen boys to jerk off to without getting in trouble for having real porn. And given that these anime actually get spots on Japanese TV (albeit on late-night hours past 11 PM), it's a pretty damn lucrative alternative to just making porn.
Consider: The only significant H-anime with a "large" number of episodes in the past two decades is Bible Black. Combined (the original series, Origin, Only, and New Testament), they make up 16 25-minute long OVAs. Compare to Highschool DxD, which has had 48 20-minute episodes over four seasons, 12 animated shorts, and 3 OVAs. That's not counting the multiple volumes of manga, the light novels, and the games (vs. Bible Black being based from an eroge and getting...a sequel, that's it). Now which would you say is more lucrative?
If Highschool DxD went all in on the sex, they would not get more than 3-6 OVAs, if that. No TV episodes, no shorts, no other forms of media. Just a few OVAs with no guarantee they'll export. That's not a good investment.

Yeah that makes sense. I dont mean the creators make porn of it, just people who make stuff like all the overwatch porn there is
I think it is due to keeping the shows reputation on the more watchable level. What I mean is people will backlash on show because it will make news like this anime was erotic now they making porn version of it. They pusy kids to watch more porn and making them addict to it. Which porn addiction is actually a real thing. Show is a soft-porn thing. There is a lot of soft porn kind of thing on TV shows which people used to it.
