Who's that?

Her name is Evie Lockhart aka Evielockhart, Videogamewh0re, here in a pic that was released with a few similar one's on DeviantArt and - most likely - on reddit and/or tumblr around 2017.

I found OPs pic and 3 similar images on the account "AggressiveCompulsiv" on DeviantArt, all posted in August 2017:
