I don't know when it was blocked or the exact reasoning behind it, however I can confirm that there are no malicious elements on that site. It's one of the better sites when it comes to quality of the videos, as well as content selection, tags, and navigation.
As always, use a good ad/script blocker (uBlock Origin is recommended), and you can view the video quite nicely. With that said, I disabled uBlock Origin entirely and reloaded the video. Only one ad box on top of the video that can be closed with one click on the large close button. No other popups or malicious elements you are required to interact with.
Frankly, it's quite surprising that this is the site that is disabled by admins. There are some much more egregious violators that get a free pass. Even uBlock Origin doesn't completely block out their bad elements. Anyway, I'm confident that this is a good answer, with a playable source. I've confirmed it as such.
