"Cand" (Possibly Candie, Candice?) which is who.
The where is FeetFair.
First place to check out was feetfair.com. However it didn't load. Did also do a lot of googling and checked out all the images posted on insta (https://www.instagram.com/feetfair.gallery/ if you want to check it out)
