I don't know who she is, but I think I can provide some tips to help whoever's interested in investigating this one.
The logo on the corner is from a Brazilian magazine publisher called Abril. They used to print the Brazilian issues of Playboy mag from the 70s until around 2015.
The pic isn't a magazine scan, and seems to have been published by Abril itself, so it's from the internet days, which means it couldn't have been from before the very late 90s.
Playboy mag in Brazil mostly featured actresses from popular TV shows, former participants from reality shows, fashion models and the odd nobody who got 5 minutes of fame on TV for whatever reason.

However, other than the cover girl, there were other pics from different, usually less famous models inside the mag. That's where it gets tricky: simply looking at magazine covers won't do much, as perhaps her face won't be on the cover - and the link above won't show the other girls either.
