Let me add a few notes.
An image search resulted in nothing for me.
The site "http://www.sooperhero.com/" has been suspended for non-payment... so we can't go there to dig up this superheroine character.
"SUPERHEROINES' DEMISE" was the name of the operation. It has been around since before the year 2000, so it's a shame that it's no longer around. Sleazy tactics suggested by http://www.ripoffreport.com/reports/superheroines-demise/internet/superheroines-demise-villainsooperherocom-sooperherocom-custservhtm-emptied-my-ban-1317447 may be one reason.
A very modest Clips4sale page:
A very interesting page on some history of the site:
http://www.superheroineforum.com/forum/viewtopic.php?t=20681
Toward the end, we learn the site has been "reborn":
I clicked through many of the photos of this incomplete collection, hoping to find the same costume we see in the photo... but nothing came close.
Some photo collections from the site:

One that came close, but no cigar... evidently named "Lycra":

It's a good thing the question regards the identity of the video, and not the lady... because few of the actresses from superheroine fare would get credited, especially in the older videos. The aforementioned site (superheroineforum.com) had one commenter telling us, He mostly worked with no-namers so that he could get away with more. The only professional names that come to mind are Savannah Costello, Chloe James, Jordana Leigh, and Candace Nirvana.
Based on the thoughts of the aficionados, the one good thing about "Sooperhero" was an "uncompromising intensity" to the topic, whereas a lot of superheroine fare is "PG" rated.
