The girl is Kirra Lynne and the scene from a movie in evilangel's Asses of Face Destruction series. She identifiable from her looks, the set and the latex boots. The OP's picture occurs at around 2'52" into scene 1 of Asses of Face Destruction #07
The evilangel website lists Asses of Face Destruction #07 scene 1 and Asses of Face Destruction #08 scene 2. From the stills in the video section of this page, it is impossible to distiguish to which the OP's picture belongs.
In the stills section, only #08 sc2 is listed, with what I can make out as two sets (examine the pictures on the wall in the background)
From the clips of both, I believe that the OP's picture is taken from Asses of Face Destruction #07 scene 1
