Her name is Hanka L, here in a pic titled McDonald, taken by Czech photographer Martin Kovalik and uploaded by him to a Czech web photo community in September 2006.

This is the original pic uncropped and with full credits in the upper right corner:

Obviously, the OP mistook this old art photo with a screenshot and/or photo of a scene released on website MoneyTalks for network RealityKings. This scene is titled Master Baiter, starring Kayla Lay, Havoc, Jmac, Jair and Jc, released in August 2011.

According to the description of the scene,
(...) Havoc is in a parking lot looking to pay someone to make a vaggie burger. We pay this one guy to come back to our van and create his very own pussy burger with condiments and all. (...)

That's the video that the OP was looking for, but he obviously posted a picture that has nothing to do with this scene. As a contrast, look at this one from the photoset of this scene:

Obviously, looks completely different! One is European food art, the other is American fast food! :-)

The girl in this scene, Jc aka Keisha Jones, can be first spotted at mark 5:44 min. Then the vag decorating commences - no eating, though! :-( And the segment is over at mark 8:46 min.
