Great question. Seems like they implemented a new rule and forgot that they needed to tell anyone HOW IT WORKS.
New users CANNOT upload files directly from their PC, it HAS to be hosted. Oh, but it has to be an APPROVED host! Check the help section for details! ... But there's nothing about approved hosts in the help section.
