I'm no doctor but here is what I know. The testicles can expand and contract for different reasons. One is to regulate temperature to maintain a healthy environment for the spermatozoa. When it get's too hot, the "balls" drop away from the body to cool them off. When it gets too cold the balls tighten up and get closer to the body to warm them up.
