Her name is Nadine aka Nadine B, The Native Bombshell, Thenativebombshell, here in a pic from a photoshoot with photographer Bryce Coleman, taken around or prior to August 2019.

She posted OPs pic on her account on instagram in August 2019:

And on her account on twitter, she asked someone else who used the pic without permission to (at least) tag her:
