I'm pretty certain that's Amazon Ashley, a burlesque dancer notable for her 6'7" height and for touring with Miley Cyrus. Either this picture is photoshopped or it's because of the angle and the fact that her chest is pressing up against the guy in front of her, though, because her breasts aren't really as huge as they look here.
