I can't find her name, but the gif is from a short ad clip, shot for Canadian company Shapings and one of their brands, Cecilia de Rafael. The clip was uploaded to their channel on YouTube on December 18, 2017 - titled Cecilia de Rafael Sevilla Chic Pantyhose:

I can't see any official credit for the model in the video, unfortunately. On the same channel, you can find 3 more similar videos with her:

So, probably the best way to find her name is by searching for the videographer, or for BTS content from Shapings / Cecilia de Rafael, or for a model agency who lists the shoot, or for tweets and/or instas about the shoot, or something similar like that.
I don't want to spend this time. For what it's worth: Shapings' company website does have a forum for questions, and there is 1 about the photo models:

This is most likely for a different model, but I guess the company usually uses local models for their ad campaigns.

It could be that they did this again around 2016 - so the videoshoot was not in Canada, but in Spain. Just an assumption...
