Anybody recognize her name? Or the scene or the guy?

I saw this video but it's short and no name or scene info.

Any help in her name or the scene wouldn't be greatly appreciated. It seems to be a few years old like from 15 years ago. They seem to be in South Beach so the girl could be Cuban or Puerto Rican.
