Who is the Blue Haired Vampire and what is the name of her scene

This video was found on XVideos and is a weird mashup of several films with god awful music drowning out most of the sound, I was most interested in the Blue Haired Vampire but I haven't been able to find anything about her and though I recognise the blonde woman in the scene her name escapes me.
