Name and video of the girl on the pic?

I saw this on a twitter post, when I checked on the replies, they say she's skylar vox, im not sure if that's right cause i cant find the video by searching her, maybe its the wrong person. Would appreciate if you have a link for the vid, but its fine if you can just confirm if shes skylar or another person. Thanks.
