Another difficult one... Any idea on who she might be?

Been looking for a name, and/or a source for her as well, for a few days. Not been having any luck. Any assistance would be greatly appreciated.

Once again, there really isn't much to go on, as the image was part of an extremely short clip in a random compilation. There are a couple of other compilations in the wild with the same short segment in them, but other than that, I've been empty-handed.
