You're not going to believe this, but I did a google image search to find that this is from the ZFX production Shadow Amy!

I am guessing it is a ZFX video production from the '90's.
They are known for using animated sparks for electrical scenes. Sorry I can't be of more help. It's difficult to get a bead on the actress' face.
I HOPE I'm right, as thin as the ZFX lead is--but they really do have pretty good stuff, so you'll probably find things there that you like, even if it is not this one.
