This picture comes from Color Climax Exciting 15 magazine, published in 1981. It's in a section called "Porno Album", where photos are either amateurs or pornstars being passed off as amateurs.
People at Vintage Erotica Forums do try to identify those girls, but so far this one in particular hasn't been identified, while others from this same mag have.
