Their names are Tiana Nox (the girl on the left) and Fuxi aka Fuxteufelswild (the girl on the right) - both are (fetish and tattoo) models from Germany.

I scrolled through all pics on Fuxi's account on instagram, but I couldn't spot OPs pic. However, I found this old tumblr post with a solo pic of Fuxi in the same dress from the same photoshoot:

As you can see, she's credited - together with the photographer, Thorsten Schnorrbusch, and the designer who sells/sold the dress, Shitake (he's also a photographer for this company). Which means OPs pic is most likely an ad for the latex dresses that they are wearing.

His official website is down and the archived pages are a nightmare to navigate. However, I found this link on facebook from October 2017 in which you can spot the solo pic with Tiana Nox in the latex dress cropped:
