It's an old photograph, popping up since at least 2008. Frequently packed alongside a set of others (e.g. here: http://panpilog.com/blog-entry-120.html ) - and while technically some of those may depict the same person, I wouldn't bet on that. For my money - an anonymous Japanese amateur, of whom a single shot in a love motel, likely taken by whomever happened to hook up with her on that occasion, got wildly popular years back. No identifiable, further pictures or name to be found.
