Well, after a long time. I've found the answer.
And here's how I did it.
I had a look at the pic, and thought those characters on her chest look familiar. and then it clicked. It's the characters from Nightmare before christmas.
So I looked for Nightmare before christmas chest tattoo. Found one exactly like this (See links below) and did a reverse search on it.
I found a lot of posts but one that directly resembles this pic we have in this post/thread:

And then it was a case of following the links
inked-m3rmaid > 0livia0blivion > modifiedmuggles > kogaranashika
(Annoyingly. I open pinterest links but check them last cause they're usually not helpful. But this one points right to koganaranashika's page: https://www.pinterest.co.uk/pin/creepy-kingdom--239816748884989380/)
In that post, you can see it points to facebook

and the tumblr account says her name is Heaven. The facebook account is called heaven cosplay.
So she must be Heaven / Heaven Cosplay aka by her tumblr username Kogaranashika
Unfortunately. I can't find this actual image, nor the image for the other post.
In this facebook image you can see her arm tattoo with feathers which also matches up. 2 tattoo's that exactly matchup. definitely her.
Don't know who the asian is. can't actually find the post. Highly doubt there's a vid, only just cosplay images.
