I did a bit more digging based on what I already knew...turns out I was able to find the answer on my own. The ladies are Alektra Blue and Jasmine Byrne, the scene is from the 2007 Penthouse film Power Play. And I was correct, the scene is hardcore that was edited down to be a bit tamer for Skinemax. Had some difficulty finding the uncut scene online, only one up at the moment:
