It is amazing that this highly distinctive photograph, the kind that would normally come up easily during an image search, leads to completely insignificant results.
I have what is a very slim lead. Here was one of my results:

Now those sites are dead and buried, but the page the photo was identified with indicates the model just might have been named "Mila."
I searched for different Mila's, but none of the faces jumped out for me. For example:
