Who is the blond ?

This is another single, sole copy of an obscure 1990's JPG that I have had in my collection since then.
I do not even remember where I downloaded it from. Probably, I downloaded it from a dial-up networking PC that I used to connect too.
(when you called a phone number using your PC modem too connect to a remote BBS host computer)
The watermark on the bottom directs you to this ....

I googgled the ph# and its listed as a Central Florida phone:

but that probably is not the same as 20+ years ago.
I also, reverse searched the photo, which Yandex, TinyEye, Bing mostly matched randomly nothing, which did not prove who the
performers are in the scene, or its original source.
